Please tell me such a VPN extension for Chrome \ Chromium, in which you could set the address of your VPN server (if any). VPN technology is not essential.
All encountered extensions work only with their servers, which is not ice ...

None. Browsers do not allow the use of VPN, this requires low-level access to the network interface in the OS.
All extensions that call themselves VPNs actually use HTTP proxies. Probably VPN is now some sort of promoted buzzword.
