For any protection, there is a bypass. The easiest way to bypass and the hardest to close it is services like www.wmmail.ru . You pay pennies and get tens of thousands of votes from real people with different ips, browsers, etc. Because these are real people.
So before thinking about some kind of protection, you will have to find them all and monitor tasks there for a link to your resource. But many people place an order in such a way that the link is on another site, and the link to it is from the task. So it's damn impossible.
Is it possible to make the voting mega difficult (enter passport data, etc.), but then real people won't participate.
Another option is if there are sooooo many votes expected, more than people in such systems, then there is a chance.
Conclusion, there is no 100% protection, make an elementary stub so that it would be impossible to vote from one ip n times in x minutes + recaptcha. It's simple and enough from a simple robot. The rest is still unbeatable.
