How to competently and cost-effectively interview the audience I need?

The question is simple.
For example, I want to receive statistical feedback (an answer option and one question) to my specific question, addressed to a specific audience located on a third-party resource.
How can I correctly notify such an audience about my question, if such things are forbidden to do by the resource where this audience is located and violate the rules there - I do not intend to?
Perhaps there are centralized survey aggregators for such things with subscriptions to questions?

  1. See if that site has Google Analytics or Yandex.Metrica installed.
  2. Create a survey on a survey service (Google Forms, SurveyMonkey) or a landing page with a survey.
  3. Target an ad with a link to a survey only to the audience of that site.
