VLC vs YouTube?

In general, YouTube videos open and work, but not always and not all.
Problem: A piece of video is loaded (for example, 3 seconds), plays, the video freezes, the next piece is loaded, plays, freezes, repeats until the end of the video.
Those. as if one buffer is used and at its end you are waiting for loading new data into the same buffer. Is there some setting to make VLC start downloading the next data before it finishes playing the existing one? Increasing the cache size does not help, it loads for 10 seconds for a long time, then plays these 10 seconds and then loads further. Reducing the cache does not help either, friezes are obtained more often, but for less time.
Moreover, some videos work without problems, and some even open for 20 seconds. At the same time, in YouTube, they open and work without delay, i.e. it's not about the internet/file.
