Is it possible to bookmark and comment on videos?

Greetings!
I use VLC video player. Interested in whether there is such an extension that will allow you to make bookmarks and comments on the video player timeline. For example, on a two-hour video lecture, you need to make marks (and leave comments) so that you can quickly find the necessary segments from a two-hour lecture. Perhaps there is no such extension for VLC, but other players have such a function.

XMP tags are in Adobe Premiere, I have not heard about players.
