VK Standalone application?

There is an idea to use some methods from VK api, but they are marked as "only available for Standalone applications".
So the question is - what, in the understanding of vk, is a "Standalone application" (desktop application / application in the B itself / mobile application or something else)?
a website with a php or js script that executes requests to VK methods does not fit this definition, as I understand it

Any application outside of VK that sends requests to its API can be a website, but it will be difficult to get an access token without a window with an authorization web page, and VK cross-domain policy prohibits calls from JavaScript.
