How can I get the id of the users I have ever chatted with for all time?

This is impossible, since VK can give you the IDs of only those users whose dialogues are currently in the "messages" section. And for the entire time of using VK, you could delete / clear old dialogs hundreds of times, create new ones and delete them again.
