Actually, the essence of the question is which of the api methods you can use (although it would be cool if you could somehow do without api) to find out in which groups, publics, etc. Am I or the user who provided the access_token or some other access to this info an admin?
groups.get + specifying admin in the filter parameter is not suitable, because if a person left his group, then it will not be taken into account here

No outsider. The list of groups in which you or another person has some authority can only be obtained by having the token of the account in question.
And the Groups.Get method with the admin/editor/moder filters is very suitable, and, in fact, it is needed for the operation you require.
And how can a user who left his brainchild be considered its administrator in the future? Even if VK in its FAQ recommends those wishing to delete the group to make it private, change / delete all information from it and exit all admins.
Maybe for your other operations, hundreds of thousands of actions are needed, but here one request with the token of the account of interest is enough.
