rider. Because there is support for the unit from the IDE manufacturers themselves.
If not Rider, then VisualStudio + ReSharper.
If possible, then buy something like Rider'a, although for me it is somehow heavy.
I've been using VS Code for several years now and it showed itself perfectly: speed, a bunch of plugins and settings, design themes, and more. It connects completely with Unity, highlights everything, auto-completes, shows references, etc. I recommend to try. Before that, I used Sublime, but there were some problems in conjunction with Unity, as I don’t know now.
