Visual Studio crashes. How to decide?

Never encountered such problems.
About two weeks ago, Visual Studio 2019 began to crash. The problem did not disappear in any way, after resetting the settings and reinstalling.
I decided to return to 2017. After some use, the same problem appeared in 2017.
I used 2019 for a very long time, there were suggestions (before returning to 2017) that the problem was in the update, after which crashes appeared.
The crash happens as follows: I launch the studio, literally 10 seconds pass and the studio freezes and closes.

There is an assumption that it is time to update Windows. In all the logs, there are similar curses on the obsolete build of the OS.
If any plugins and add-ons for VS are installed, then chop them off first.
