Windows Form in VB. How to customize the layout of form elements?

Hello!
I apologize for the possibly stupid question.
I place buttons and other elements on a Windows Form. When you start the program and expand the window to full screen, all the elements remain in their places and as a result it turns out that the buttons are in the middle of the window.
How can I make sure that their arrangement maintains proportions?
I hope I clearly described what I need :)
