visual studio 2019 installer error "you don't have anything installed"?

When installing visual studio 2019 community from microsoft website, vs installer doesn't open by itself. And if you open it through the explorer with administrator rights, it shows "you have not installed anything yet." . How to solve this problem and install visual studio
