Visa Virual card?

Good afternoon colleagues. Please advise me a card for paying on the Internet, something like Visa Virtual.
I understand that it is most logical to take such a card from your bank, but unfortunately my Rosbank and Sberbank (Murmansk region) do not have such an opportunity.
Objectives: AppStore purchase, Android Market purchase, occasional mobile family payments, linking to PayPal

I have not used it, but there is such a thing as Qiwi Visa Virtual.

My advice is not to use virtual machines, but go to issue a MasterCard Svyaznoy-Club card in Svyaznoy. Issued according to the passport in 5 minutes. There is only one condition - to deposit 500 rubles into the account, which can be used immediately.
The card helps me everywhere - Android Market, iTunes and of course PayPal c eBay. The card from Svyaznoy is not named, which in some services gives a set of actions.
At one time, as soon as Qiwi Visa appeared, I was delighted, I immediately made it for myself - with difficulty I connected it to PayPal. The dollar then withdrew from me, did not return back. The course was insane. When paying on eBay, an error was permanently thrown at the Confirm stage (tried both .co.uk and .de). I don’t know how things are going with them now, but I don’t want to use this service anymore.

Suitable for all listed services + (I have an end date of 2024).
