Virtualbox is installed on Windows 8 64, xubuntu is installed in

In English layout I press shift+Ё (to print a tilde) - nothing happens.
I press E again (without releasing the shift) or release the shift and press the spacebar - a tilde is printed.
If you just press Ё (in English), it prints ` - but double presses are required.
The most inconvenient thing is that the same problem with the E / "key - which, after pressing it twice, prints ´
That is, I can’t type a single quote at all.
In both systems, there are two layouts ru_RU and en_US
In Windows, everything prints fine.
They say that it can be in virtualbox, but what can be done with it to fix it?
