Viewport and scrollbar?

The width of the container is 1200px, with media (max-width: 1199px), if you resize the window, then a mountain appears at 1217px. scroll, disappears at 1199px. Everything is fine in ie, but it is in ff and chrome.
What is the best way to do it if @media(max-width: 1217px) is written, ok?
