View conversion on Habré?

I have a question about converting views to votes and how to interpret it.
Wrote an article (voting expired): 26000+ views, 36 votes. Ratio ~= 0.137%, i.e. voted by one of ~700 viewers. Well, firstly, there are bots / aggregators, which, for sure, also fall into the view counter, and other posters have a situation of about the same order (~= 0.3% according to the results of the analysis of a random sample of posts by the authors of the top rating, alizar, etc. .d.). Interested in something else.
In this article, for the first time, I inserted a survey - purely “to try”. So, 1275 people took part in the survey (voted or abstained)! Those. For every person who voted for an article, there were ~34 people who voted for the poll but did not vote for the article. And this is a completely different order.
Attention, the question is: what prevented people who voted in the poll from poke one more arrow a little lower in voting for the article? Or am I not understanding something in the mechanics / dynamics of Habr (a highly specialized article, a bunch of people with ultra-small karma, "niasilil", etc.)?
