There is a task: using IP cameras, connecting to the Internet and a remote server, to implement a system for recognizing / fixing state registration plates of the vehicle, in other words, license plates.

Example: a car passes a checkpoint, where it enters the camera's field of view, the camera captures the license plate, the system (on the server) will send an SMS with the date, time and license plate to a specific number.

It is clear that the API of one of the many mailing services will be used to send SMS, but what software can be used to implement such a system?

In a more advanced version, it is planned to make it so that an SMS is sent only if an entry document, such as a pass, has not been opened in the accounting system for the N-th number of minutes, but for now we will not be so perverted.

I would like to highlight one point. You didn't say why you need a number plate recognition system. And this detail is the whole devil. All existing systems recognize 80-95% of numbers.
In some cases, this is acceptable, for example for speed control and automatic fines. Well, 10% of drivers will not be fined, it's okay, there are so many of them, and they are all afraid.
And in some, it is absolutely not acceptable if you need to track a specific car and send SMS when it arrives. 9 SMS for 10 rides is not what you expect.
Well, there are plenty of solutions.
