Video surveillance system over 3g?

Is there a sane service that allows you to connect to the registrar behind a gray IP. It would be nice to connect the registrar to the video surveillance service in order to store the archive locally and free of charge, and through the service to organize access to the registrar, its alarms and the archive.

Each registrar manufacturer has such a built-in service.
Personally, we set up a separate vpn server for clients and drive through it, but this is purely our whim
