There is a task: there are many videos located on the server (MP4 for iPhone). Some of them are commercials that should be played at any time (well, tobish, like on regular TV).
How to implement it? I would appreciate any help.

ps The request on the server should be made one. Well, tobish should give the impression that this is one mp4 file.

You need the functionality of playing by server playlists. This requires a media server: Wowza or Erlyvideo. And there, and there is a solution to your problem. I would advise you to use the latter, there is an option that it will be possible to implement this in the free version.
