Good afternoon. Tell me, knowledgeable people, how will the video be rendered in premier pro on the config 4690k overclocked to 4.4 GHz, 16 GB of RAM? Is it possible to do without a video card or will it be very difficult?

Without editing, the video will be rendered in the same way as with a video card, if you are only going to convert it.
Adobe Premiere only uses the graphics card for effects, but "effects" includes things as simple as changing image size or frame rate.
TL;DR: depending on what exactly you are going to do in the premiere. Just cutting is fine if you specify the correct sequence settings when creating it. If color correction and other joys - it will slow down, strongly.
