Video patch

Hello, a question for people who work with video.

There is a video image in which a sign with text appears for a while.
The task is: Remove the text from the plate, leaving it itself, i.e. as if nothing had been written. An analogy is a car number, remove the numbers, but leave a white background.

I remembered that Photoshop can work with video. Photoshop CS5 is installed, the video file opens. Each frame is like a layer. I created a patch and through Warp I move it from frame to frame.

But I understand that Photoshop is not designed for this.

What program is used to solve such problems?

Thank you.

I think VirtualDub with AviSynth would be more suitable here.

Adobe AfterEffects will do. I used it to create a similar effect for a joke video www.youtube.com/watch?v=RnUn-ioGaF0
Using motion tracking, I determined the position of the video screen in the frame and displayed my own picture instead.

This can be done in Sony Vegas:
- Overlay the video filter (Video FX) Cookie Cutter;
- In the filter settings, set the necessary positions for control points;
- Under the main layer of the video, put the necessary background (if you do not put it, you will get black patches);
