Can you help with the organization of file storage for an online cinema for a fee?

Hello everyone,
We are providing online cinema services and faced the problem of adaptive broadcasting of video on demand. The more you read on this topic, the more questions arise and the more it becomes clear that with such an extensive collection of videos, you should take any steps only after consulting with an experienced person. The task as a whole seems trivial, but on the other hand, I would like to have several options at once, so as not to return to the issue of transcoding an existing video several times.
What we have is an extensive collection of 20 terabyte video files in two formats - webm and mp4 with a bitrate of 1600kb/s. We have 3000+ users watching videos at the same time during rush hour, in total we have 8 servers with 10GB/s traffic in total.
We need to support hls, mpeg-dash and regular mp4/webm for our files in various bitrates, it is desirable to store them sparingly on the disk (each server with video has 48TB of disk and 20TB already goes to mp4/webm in one 1600kb/s bitrate), possibly converting to a lower bitrate on the fly if possible.
I would very much like to consult with an experienced person in this field who could explain the basic intricacies of storing and distributing video in several formats and bitrates and help us choose the best solution for our task.

Nothing can be converted on the fly, it is not necessary to have all the files on each server.
Usually 20 percent of the files generate 80% of the traffic, hence the idea to make the server cache where these 20% of the most requested files will be.
