Is it possible to synchronize the video, so that the same video would be on the computer screen and the android screen at the same time?

vnc comes to mind - android clients have been breeding very actively lately.

Try Splashtop Remote Desktop, it works fast, I watched video in 1920x1200 on acer a500 through it.

And streaming through, for example, vlc will not work? Under androyd, there seem to be clients.

Dig towards UPnP, and specifically BubbleUPnP, for example. You can watch what is in the media player library on your computer.
