Video editing app/script without logging into the app?

Through what software is it better to make a video (cut, glue, add transitions, effects) , so that later you can automate any changes? For example, I’ll make a video, I want to change the text / image in it, which animates and lights up during the transition, and so that without entering the application you can change it through the API or some kind of script.
