Viber Bot - how to send a message from a local PC?

Greetings!
The task is this.
There is an application on Access, it is necessary to send messages to subscribers of the Viber bot on a certain set of events in Access.
I’ll take a look at the Access and VBA side, I’m interested in the rest of the process, since I didn’t deal with networks and bots.
Vibe bot account is already registered.
As I imagine, I definitely need a server with Python/PHP.
There I write a script that processes incoming requests and generates a message towards the bot. Incoming requests can be in URL format with parameters. In the incoming request, I will transmit, for example, the text of the message and the id of the chat / interlocutor.
I would be grateful for any information that will quickly help me enter the technology and implement the task.
