vesta server not working (after reboot) - what's the problem?

I asked the hoster to increase the tariff with resources.
They then increased it - but now the vesta server has stopped working + several sites that were stored on it ..
I don’t understand what can be done with all this now. Really annoying actually ...
When entering the control panel - an error - https://3792.vm.hostglobal.ws:8083/list/rrd/
When entering the site - the same thing.
When I go through billing - through VNC, then the standard window for logging in and entering a login and password is on there ... I don’t understand what is happening at all ... Maybe someone came across - what to do here at all? It's impossible to wait for a response from the hoster - that's why I'm asking you, maybe you can solve the error yourself ...
It writes an error - ERR_CONNECTION_REFUSED when entering the vest control panel.
When I try to enter the site - all-shops.site- page not found... Technical info: connectionfailure error

In vnc you are shown the input to the server console.
nmap. gives out that nothing is running on the server at all, you need to go to the server and enable the web server
