VDS memory consumption of 98% - is this normal?

Hello. There is a VDS on which two sites hang. The time for generating a page script on these two sites is on average 0.05, sometimes 0.1
. Memory consumption per page load on average ranges from 8 to 13 MB - is that a lot?
Now I looked into the ispmanager control panel - it says that memory consumption is 98% - this is a lot, do I understand correctly? What happens if the memory consumption is 100%? What is the optimal memory consumption in %?

In general, this is not very good, because if the load comes a little more, the server will not cope. If the cron task hangs and something else is superimposed on it, the server will fail. If you post more resource-intensive code, there will also be degradation.
For good, there should be a reserve of resources.
