Vagrant up in windows 8.1 gives a private_key_path error when restarting box, what to do?

Made a build on puphpet.com made vagrant up, everything goes like clockwork.
But if you turn off the virtual machine, vagrant up gives an error.

Why such a strange path to this file?
Should be in C:\Users\user\.vagrant.d
