UX / UI Creating animation for a mobile application in what?

Hello. What is the best way to create animation for an application for ios and android?
It should be something like an animated book like "Alice for the iPad"

It will just be an interactive presentation.
Option 1 - make the most native code in something like Lottie or After Effects with the Bodymovin plugin and let the programmers assemble Frankenstein from pieces?
Or
Option 2 - do everything entirely through html 5 animation, for example in Tumult Hype and give the programmers just to package it as a UIWebview?
or
Option 3 - which I don't know about?

PS Programs preferably under mac os.
