Utorrent won't let you use the internet?
We have windows 10, utorrent and chrome. When you start the download through utorrent chrome does not open sites, the same is observed with other browsers. Moreover, skype, telegram, dropbox work correctly. When the utorrent download stops, browsers work normally. I don’t sin on the router because everything opens as expected from other devices. Maybe in Windows 10 there is some kind of limit on the number of network connections, or are there any other solutions? Until recently, everything worked perfectly, it was possible to download uttorent and at the same time watch youtube and climb sites. Internet channel 50mb.

As it turned out, this is all a buggy Pon terminal MT-PON-AT-4 of the Belarusian provider Byfly. The problem has become widespread and as a solution, you need to uncheck the Enable Anti-Hacking Protection checkbox in the Security section. After that, the torrents download and do not interfere with the Internet.
To identify the culprit (actually, I'm just luring to the dark side), try using another torrent client, such as qBittorrent, with default settings, then with the same ones as the current one. In general, experimentally confirm or disprove the client's guilt.
Try limiting the number of simultaneous connections in utorrent. To begin with, up to about 200. If the problem disappears, you can increase it by 2-4 times. If it does not disappear, try to set connections to 60.
It is also possible that the provider, having detected torrents, cuts the speed, many mobile operators do this.
Try limiting your download speed. Set it to 80-90% of the channel width.
