Using screenshots of other people's games, applications and sites for advertising by the jurisprudence?

Many sites have similar ads: online Minecraft right in the browser... A screenshot from CS in an online shooter ad on VK, Facebook (completely different game) or luring others to your site with a screenshot of popular sites, is this legal?
