How to file a complaint about the spontaneous connection of numbers by a mobile operator?

Hello!
In general, the following story happened with the participation of MTS. About a month ago, SMS began to come to my number with a notification that I had a debt on another number (something in the region of 20 rubles), after the SMS, calls fell 10 times a day to all numbers belonging to me from an answering machine, who talked about the need to pay off the debt, otherwise there will be problems with a credit history ... and everything would be typical in this situation, but the problem is that the number was completely unfamiliar. When I arrived at the MTS office, it turned out that a couple of weeks before the start of SMS, a number was connected according to my passport data and a paid service with a musical call was connected to it and the managers didn’t know anything like ... I didn’t connect any numbers, of course, and In general, I have been using one SIM card for many years. Because the amount was small and there was no time to sort it out, the debt was repaid and an application was written to deactivate the number along the way. A month passed and again they began to receive SMS about an alleged debt already of 50 rubles and at a different number, in pursuit of SMS, the answering machine constantly calls again.
For the second time, I don’t want to decide anything peacefully and I plan to write a statement to the prosecutor’s office. And then the question arises: how to make a statement correctly? Thank you in advance.

MTS has been struggling with this for a long time already: it was necessary to immediately look for the security service, and not contact operators and managers.

We protect customers from fraud at dealer outlets. If you received a message about a debt on a number that you did not connect, we urge you to immediately contact us:
Call the contact center at 8 800 250 0890 (0890 for MTS customers)
Fill out, sign and send the scanned "Statement of non-involvement in the Agreement" along with a copy of your passport to [email protected]
It is possible that when registering this number in the dealer's retail chains, your passport data was illegally used. We will check the number and personal account and find the cause of the debt. If during the verification it is established that the personal account is not related to the client, the contract will be recognized as fictitious, the debt on it will be liquidated, and the unscrupulous dealer-seller will be punished.

In my opinion, the amount of 50 rubles is not a topic for an application to the prosecutor's office.
This is the level of the MTS security service.
Both the 1st and 2nd times the SIM card was issued by a specific employee. Find out who, where and when.
Both times it was captured on video. Request a viewing; Who got this sim?
And be glad that you received new SIM cards, and did not reissue yours .

At the first incidents, you should immediately contact the MTS security service. In this case, it is necessary to provide all information confirming illegal actions.
The security service toughly solves such issues and cuts such problems in the bud. Caught employees who have committed unlawful acts will not find it enough!
