Using OTG on Android devices without OTG support. Is it possible to?

Is it possible in some way to activate the OTG function on an Android phone? I did not find any specific information on the Internet. There are only guesses everywhere. Someone can simply supply external power, someone installs third-party firmware, but specifically on my phone no one writes anything. Those who understand at least something and rebuilt the kernels with firmware cannot say anything about OTG activation. They say if there is no hardware support, then they don’t even take it. 1. OTG must be supported by the controller.
2. The device must be powered by something - you will need an external source.
Often they do not implement to reduce the cost - do not make a 3.3v-> 5v converter inside.
Connected with external power to ZTE v9 - on Cayanogen MOD firmware.
