Is a static site being built first, and then it is stretched on a CMS?

In Bitrix, it is sometimes easier to typeset in ready-made components. Some have rather complex logic, so it can be quite difficult to pull the finished one)
You make a static site (pure layout) so that everything is displayed as in the design, then you pull it on the CMS.

I used to typeset immediately in components, but I came to the conclusion that it was too slow. It is better to make up separate static pages, and then stretch this layout. But in places where there is a lot of javascript, it is better to focus on standard templates when choosing elements. Less problems in the future.
