I don't know the specifics of your distribution, but in general "hidden" directories start with a dot. Perhaps someone is trying to hide the creation of the user.

OEL has no specifics as such, it is RHEL, the difference is only in licensing and technical support.
Further, the period in usernames is not encouraged, but not prohibited, so the creation of such a user is allowed, however, when trying to create a home directory /home/. a warning will be thrown because the . points to itself, in this case /home
It turns out that "visually" the user is "as if" not noticeable.
I would recommend removing the user from shadow and from group, but first search the file system for traces of his activity, as well as traces of his creation.
