Use your smartphone as a wifi adapter?

Hello!
I asked a similar question (link with the previous question https://toster.ru/q/249620). Now I can’t understand how it is possible to make a wifi adapter from an android phone connected to a PC via USB. So that you can scan (see, connect) to devices (routers, etc.). That is, use the phone as a wifi module, not an access point.

IMHO this is all nonsense. It is necessary to cling directly to the wifi router with a laptop. The price of the router is from 800 rubles. No need to drive a computer and even pass everything through the phone. Electricity is not cheap these days.
