Use of personal data of forum users

Tell me, how legitimate is the use of personal data of forum users on other resources?

For example, to parse some forum and show contact information on your service (ICQ, Skype), E-mail is not shown to anyone.

Does the right to use personal data give the fact that when new users register in the system, they check the box “I give my consent to the use of my personal data” or is it still necessary to register the use of personal data in the rules of the service?

If the data is public, then you can safely use it, but the fact that you collected it with a parser, well, you still need to prove it)
