USB software shutdown

Problem in the following:
Modems of cellular operators periodically hang up tightly. Only the physical shutdown of the device helps. In Linux, this problem was solved with the help of relays and stackoverflow.com/questions/4702216/controlling-a-... But how to implement this in windows?
Let's say a certain board with control over usb, in order to completely turn off the device for a given number of seconds.

Pull out the modem through the USB hub, and reboot it through the relay.
