USB input gives out 10V, but it should be 5V, why?

Hello!
My multimeter shows that the USB gives out 10V, although all the sites say that the USB of the laptop is 5V. I don't understand something, right? why is that?

This is, as it were, a good tone. You do not expect in a regular outlet 5 or 600 constant. As well as 110. Seeing the outlet, you assume that there is a variable 220 5 50, although this is just a piece of iron and you can breed anything.
