USB controllers won't start when booting win7
at some point (to mine after a power surge) after a reboot, it turned out that the usb mouse and usb keyboard did not work.
i found a pc/2 keyboard, and found that almost all usb controllers are not working, showing the error "This device cannot start. (Code 10)"
but if you turn them off and then on again, they work fine.
at the same time, if you boot the system installed on another partition, everything is fine, everything works.
The system does not want to update the driver - the latest version says so.

Google suggests another solution, try deleting the "USB Upper Filter" & "Lower Filter" keys in the registry:

Update the drivers manually forcibly, or try deleting usb devices in the device manager and reinstalling them.
