USB 2.0 does not work on Linux, but USB 3.0 does. What to do?

Good day to all! :)
I ran into a very strange problem in Linux, usually if the USB ports do not work, then most likely 3 versions, it's the other way around for me :( USB 3.0 works fine, but 2.0 does not.
When installing Elementary OS, the ports did not work either, well, to be more precise, I tried several times to install elementary as a second system, on the first attempt several usb 2.0 ports did not work, the keyboard worked, but the mouse did not, then on the next attempt, the keyboard stopped working, plugged the mouse and keyboard into usb 3.0 and it all worked ..
Please tell me how can I solve the problem? I'm still a teapot in linux. I did not find solutions on the Internet.
OS: elementary OS 0.3.2 Freya (64-bit) (Based on Ubuntu 14.04)
I don’t see any reason to write information on devices and a computer, everything is working, there were no such problems in Windows.
USB: Total 14 ports (USB 3.0 - 4pcs, USB 2.0 - 10pcs). All 3.0. work, all 2.0. does not work.

How is it verified that the devices are not working? Are the devices themselves OK?
