How to control FTP accounts?

Hello.
The goal is to make a shared folder accessible via (s)FTP, but it needs to be done in a way that allows multiple users to be added.
(for example, using a database, add a username and its password, and after adding, you can connect to this folder via FTP with the added data).
Tell me, is there any software that can do this? I couldn't find anything similar on the Internet.

As far as I understand, you need a regular FTP server, which is full of the most diverse ones for anything, including even Windows :)
