Url rate limiting software installed on the same machine from which it should be accessed?
I want to make the minimum speed of access to vk.com and similar timekillers at home. I do not want to raise a proxy on something other than my PC. I would like to find really some small transparent proxy installed on my PC as a windows service. Oh yes, I have Windows 7.

won't it have the opposite effect? :) Instead of leaving the sluggish page, will you just wait longer to load? Thus killing even more time
And what is the ultimate goal: not to climb into vk.com yourself or give someone a computer from home so that they release it as soon as possible because of the speed of access to vk.com? Depending on this, you can find the right solution from the mass.
