I want to make the minimum speed of access to vk.com and similar timekillers at home. I do not want to raise a proxy on something other than my PC. I would like to find really some small transparent proxy installed on my PC as a windows service. Oh yes, I have Windows 7.

half of the soho routers of the class "dlink for 30 bucks" can filter the url, maybe qos "losses in the region of half of the packets" can be set on the rules so that the site starts to fail, sausage and not work.
because no one at home will prevent you from using some kind of external (web) proxy / tor
