There are also orders with both hourly and project-based payment. Root access immediately, I think, will not be given. Most likely there will be access through TeamViewer, at least at first. That is, the client will open an ssh session on his computer and give you TeamViewer access to his computer to see what you are doing.
From experience, there are much fewer admin tasks than programmers. So building a client base will take a decent amount of time. When there is already a certain reputation, regular customers will appear, then it will be easier. But don't count on quick success.
Usually, customers provide root access without problems if the tasks require it.
There is also an hourly payment on upwork, but there are orders with payment and on a project basis, i.e. for every taste.
