Upwork + Sberbank - has anyone been affected by US sanctions (OFAC)?

He had a Sberbank account added to his Upwork account, withdrew money to it by wire transfer.
Recently the account was deleted, I received an email:

We want to let you know that due to US laws, set by the Department of Treasury's Office of Foreign Assets Control (OFAC), we have removed a bank account from your Upwork account. Due to US sanctions we are unable to allow accounts from this bank, and you will not be able to re-add it.
Either use any alternate payment method you may have on file, or if needed, add a different payment method to your Upwork account.
We apologize for any inconvenience this may cause, and appreciate your full compliance as required by US law.

Sberbank says that these sanctions should not apply to such simple clients as I, since these sanctions relate to raising finance by the bank itself, trading on the stock exchange and other things that the bank itself does. They also claim that other US companies have no problems with transfers to their accounts.
Has anyone been affected by this problem?

Upwork refused to transfer that Sberbank will tell there it doesn’t matter

Upwork has nothing to do with it. They also cannot send me a direct transfer from the bank (usa) to vtb24. Before that, there are no problems.
In their bank, they said, like, new December sanctions.

Plus - Vtb24 + Svyazbank. Upwork deleted accounts. Is there a list of banks with which everything probably works (I know about Alfabank, but it doesn’t exist in my city) - opening accounts for verification every time is not very convenient and expensive
