Upwork (Odesk) who uses invoices instead of certificates of completion?

Here https://megamozg.ru/post/5880/ it is written that you can use invoices instead of acts of work performed.
According to rumors, some banks accept invoices even without a properly prepared contract.
Here https://megamozg.ru/post/6062/ they write

If a person conducts foreign economic activity without the necessary documents, or under a contract that does not meet the legislative criteria for this type of contract, then the state can simply cancel this contract and issue such a contractor a fine for the entire amount received in this way. This is for Ukraine. As for the Russian Federation - xs.

1. Has anyone really been able to pull off this scheme on Upwork?
2. Does anyone know how open regulators are to such a scheme?

@Zifix

You need to understand that the regulatory authorities in the first place - the currency control of the bank, if he missed it, then everything is fine.
Everything is simple for Upwork, we have a public offer agreement in the legislation, the currency control of adequate banks accepts it, and Upwork sends a bilingual version signed by them through technical support.
Screenshots of the site are enough for some banks as confirmation of payment, for some a homemade invoice is enough.
