Upper registry not working in VS code terminal. What to do?

I can not write letters in the upper register (neither through SHIFT, nor through CAPSLOCK), then English, then Russian.

I noticed that it is those letters that work most often that correspond to the selected rolling at startup (but not always). I did not notice such that ENG and RUS did not work together.
Sometimes only some characters do not work, very often everything works except D, so you have to write --save-dev instead of -D (not used to it). Letters that always work: Russian Y, S.

Symbols can be added via COPY => PASTE.
When you restart VS code, the broken ones change. Restarting the terminal does nothing.
