You are confusing the Base, Configuration and Platform 1C. Here you can read a little what is what.
If you want to update the platform (the current version is 8.3.8.2054), then the infobase \ configuration does not change.
If you want to upgrade. for example, the version of Accounting, the configuration will change.

You are changing the minor version of the platform. No configuration changes will be made.
Read the release notes for the platforms to easily understand whether or not something needs to happen.
Distinguish between platform version and configuration version. One is loosely related to the other (rather, the latter sometimes requires a minimal version of the other).
