Updating a React Native app?

There is an application for IOS on SWIFT and for Android on Java. We are developing a new application in React native and want to release it as an update to the current one. It is legal? Won't get banned for it?
And the second question - for the first month, due to the fact that we do not have time to finalize it for the release, we want to implement the application in the form of a webview - the mobile version of the pwa site will open. Is it possible to do so?

why should you get banned for your app? The main thing is that it would meet the requirements of google and apple and be signed with the same keys.
this is of course feasible and has the right to life, just remember that its performance will not be at the level and there will be problems when publishing the application in the apple store, because there will be few differences from the browser (you will have to return the authorization screen or some other window). And you also need to remember that now there is a problem with cookies in the webview and after restarting the application, the cookies disappear.
