Update Center Agent not opening?

Windows Server 2012 standard. At some point, the update center stopped opening. On the login screen, the user writes in the corner that an update has been downloaded, but I can’t view it and install it.
Update Center reinstalled, Framework 3.5 reinstalled. There is no result. That double click, that inter, open in a new window, nothing opens.

Obscene situation. I have a slightly different problem on win 2008 server standart - it does not download updates. svchost pushes the CPU up to 25%, eating up about 1.5GB of memory.
Of the many tips I've read on my issue, I can suggest the following
1. It makes sense to rollback the last few updates. Perhaps there is a culprit among them
2. You can use wsusoffline
3. Read about deleting the C:\Windows\SoftwareDistribution\ folder, maybe this makes sense
